Alabama Community Development Block Grant (CDBG) ProgramAlabama Department of Economic and Community Affairs (ADECA)Community Development Block Grant (CDBG) funds may be utilized to address a wide variety of community needs, including construction or renovation of various infrastructure projects such as water, wastewater, and solid waste facilities, streets, and drainage improvement projects. The funds must be used for activities that either benefit low- and moderate-income persons or address community development needs that have a particular urgency.Application procedure workshops typically begin in April. Alabama Drinking Water State Revolving Fund (DWSRF)Alabama Department of Environmental Management (ADEM)Alabama's Drinking Water State Revolving Fund (DWSRF) is designed to be a perpetual source of low-cost financial assistance for the construction of public water supply facilities needed to meet compliance standards and public health requirements.The first step towards receiving SRF assistance is to submit a preapplication form in order to be listed on the Department's Project Priority List (PPL). The PPL is a component of the SRF Intended Use Plan, which is updated up to 4 times per year. Once the project is listed in the fundable portion of the PPL, and a full application has been received, the Department will process the application and begin preparing loan documents. The process from preapplication to closed loan typically takes 6 months, depending on availability of funds, project readiness to proceed, and comple application. Alabama Clean Water State Revolving Fund (CWSRF)Alabama Department of Environmental Management (ADEM)Alabama's Clean Water State Revolving Fund (CWSRF) is designed to be a perpetual source of low-cost financial assistance for the construction of public water supply facilities needed to meet compliance standards and clean water requirements.Projects must apply to be on the annual priority list by submitting an Intended Use Plan (IUP). The pre-application form is available online at (https://adem.alabama.gov/programs/water/srfreports/FY2022CWSRFBILIUP.pdf). ADEM will evaluate the pre-applications according to the integrated priority system. All projects that score above the funding line will be invited to submit full applications. Upon final review and approval, loans will close typically within six months. Free Lead Paint Hazard Repair GrantsAlameda County Healthy Homes DepartmentThis program provides Free Lead Paint Hazard Repair Grants for owners of pre-1960 residential properties in Alameda County. Alameda County Shelter Plus Care Program (PDF)Alameda County Housing & Community Development DepartmentHCD's Shelter Plus Care (S+C) programs provide ongoing rental assistance accompanied by community provided support services to homeless families and individuals disabled by serious mental illness, chronic alcohol and drug problems, and/or HIV and related disorders. Programs include the S+C Tenant-Based Rental Assistance (TRA) program, the S+C Sponsor-based Rental Assistance (SRA) program, and the S+C Project-based Rental Assistance (PRA) program. In TRA, the rental assistance is provided to the landlord and the tenant pays 30 percent of their income towards rent. The tenant may change housing sites and maintain their rental assistance. SRA provides housing assistance at designated housing sites owned or managed by nonprofit sponsors.Applications may only be submitted by designated outreach agencies. LIHEAP benefits target households with low incomes and that have the highest home water burdens, meaning they pay the greatest proportion (amount) of their income towards their home energy services.The application form is provided on the webpage. Atlanta Neighborhood Development Partnership Affordable HousingAtlanta Neighborhood Development Partnership (ANDP)Atlanta Neighborhood Development Partnership (ANDP) develops, finances, and advocates for affordable housing at scale that promotes racial equity and healthy communities where families thrive. The impetus for ANDP’s creation was to address the diminishing supply of affordable housing in the Metropolitan Atlanta region as well as to help reclaim declining neighborhoods in its core. Throughout its history, ANDP has supported the creation of more than 11,000 units of housing for people of low-to-moderate incomes.
