| CAA Urgent Drinking Water Need Projects | California State Water Resources Control Board | The CAA is supported by court judgments and administrative civil liabilities assessed by the State Water Resources Control Board (State Water Board) and the Regional Water Quality Control Boards (Regional Boards). Water code section 13442 authorizes the State Water Board to utilize CAA funds to address an urgent drinking water need. | California Clean Water Act (CWA) Section 319 Nonpoint Source Management Grant | California State Water Resources Control Board (WRCB) | This program is an annual federally funded nonpoint source (NPS) pollution control program that is focused on controlling activities that impair beneficial uses and on limiting pollutant effects caused by those activities. Projects must reduce nonpoint source pollution in areas prioritized by the Regional Water Boards. In order to demonstrate that the project to be funded is a priority, projects must have a nine-element watershed-based plan (WBP) that identifies activities needed to address watershed concerns. | Apply online for this funding. | https://www.waterboards.ca.gov/water_issues/programs/nps/319grants.html | $250,000 to $1 million for implementation projects. $50,000 to $250,000 for planning projects. | Supplemental Environmental Projects | California Water Board | Supplemental Environmental Projects (SEPs) are environmentally beneficial projects that a settling party agrees to undertake in the settlement of an action to offset a portion of a civil penalty. The State Water Board supports the inclusion of SEPs in the settlement of an enforcement action, so long as these projects meet the criteria specified in the SEP Policy to ensure that the selected projects have environmental value, further the enforcement goals and other important policies of the Water Boards and are subject to appropriate input and oversight by the Water Boards. All projects are required to directly benefit groundwater, surface water or drinking water quality or quantity, and the beneficial uses of waters of the State. | See the website for the SEP project proposal form and other application information. | https://www.waterboards.ca.gov/water_issues/programs/enforcement/sep.html | In general, the cost of a SEP may offset no more than 50% of the penalty. It allows the State Water Resources Control Board (State Water Board) to issue grants for reasonable and necessary costs associated with projects that investigate the source of surface or groundwater contamination and/or remediate the harm or threat of harm to human health, safety, or the environment caused by existing or threatened surface or groundwater contamination. | To apply for the Site Cleanup Subaccount Program, applicants must fill out a Groundwater Quality Funding Program - SCAP application via FAAST (https://faast.waterboards.ca.gov/).
