Community Assistance Programs
Customer assistance programs (CAPs) offered by water and wastewater utilities are programs that help customers who have affordability challenges maintain access to drinking water or wastewater services. CAPs vary in structure and approach, but help critical services become more accessible to financially constrained customers.
This page contains a downloadable spreadsheet of over 500 customer assistance programs. Information within the spreadsheet includes location, eligibility, and type of assistance provided by the CAP. While the spreadsheet is not a comprehensive guide of all customer assistance programs available, nor is it a comprehensive collection of all details that relate to a listed program, the spreadsheet provides a foundation of different Customer Assistance Programs across states.
