Georgia Rural Water Association (GRWA) provides On-Site Technical Assistance (TA) and Capacity Development for Water and Wastewater systems across Georgia to enhance the quality of life in rural communities and maximize economic development opportunities for small, rural communities. Maintaining sufficient water and wastewater treatment capacity for systems to sustain or expand is a significant challenge for small, rural utilities. Limited resources, workforce and budgetary constraints make it a challenge for these utilities to maintain sustainable systems. For communities to sustain, the system's permitted treatment capacity must be maintained. GRWA identifies deficiencies through various TA activities that include leak detection, smoke testing, conservation plans, water audits, business plans and budgeting which maximize the current capacity of a system. In addition to capacity development technical assistance, GRWA is the leader in supporting the State of Georgia and communities across Georgia with emergency response and resource fulfillment during all hazard events that have negative impacts on water or wastewater system operations. GRWA has a cache of generators, by-pass pumps and technical resources to maintain critical assets of pumps and motors during emergency declaration events or any disruptions to a system's daily operation. Maintaining these critical assets through GRWA's Technical Assistance and Resource Fulfilment is a critical component of ensuring the financial sustainability of small, rural communities. GRWA provides training and technical assistance to any permitted water or wastewater utility, licensed operators, clerks, managers and elected officials that make up the utility staff regardless of membership. The EPA WW TA specifically provides the utility staff with technical assistance and training to identify infrastructure deficiencies and solutions for corrective actions to maintain regulatory compliance and a sustainable system.

"North Carolina Rural Water Association's (NCRWA) Wastewater Specialists assist public and private wastewater systems in their operational efforts to protect public health and comply with complex State and Federal regulations. Funding for our Wastewater Specialists is provided through the U.S. Department of Agriculture's Rural Utilities Service and the U.S. Environmental Protection Agency.

The Pennsylvania Rural Water Association's (PRWA) Wastewater Program provides onsite technical assistance and training for wastewater system operators and managers. The Rhode Island Rural Water Association was incorporated in 2021 to serve as not only an advocate for the association members of the state, but a partner in their missions to provide their essential services to the public. We are a non-profit trade association that provides training, technical assistance, and source water protection to the rural and small utilities in Rhode Island (RI). This assistance is supported through National Rural Water Association (NRWA) by the United States Congress and is provided in partnership with United States Department of Agraculture (USDA) Rural Utilities Service, the Farm Service Agency, and the Environmental Protection Agency. We will also represent rural and small utilities in the regulatory and legislative process. Our staff aims to provide assistance with any need that our members have including everything from Operator Training Classes to Source water and Well Head Protection planning. RWAU is Utah's representative to the National Rural Water Association, the nation's largest utility association. To achieve those goals, conservation programs must evolve to accommodate our modern understanding of human behavior and incentives, and the challenges posed by humanity’s expanding footprint. Conservation’s puritanical roots, once a blessing, lacks the flexibility to drive this evolution. Fear within conservation agencies of experimenting with truly novel ideas, partly driven by a culture that does not embrace mistakes and adaptive learning, impedes our ability to discover better interventions for nature and people. A small group like EPIC can punch above its size, by playing ‘moneyball’ with conservation – using data and practical wisdom to find small changes in policy that lead to radical improvements in wildlife and habitat conservation, cleaner freshwater, and the shared sustainable use of our public lands.
